Is it safe and practical to hang light fixtures from a height of around 10 meters (30 feet)?

In most modern homes and commercial areas of this type where I live and work it is no longer done. Years ago there was always a hanging light above the dining room table. Indirect and recessed lighting seems to be the style these days in upscale homes. The only area that this is still done is the entry.
