I'm staying in the state of Arizona, each night I look up to the sky and Can Not Find the 'Lil Dipper" ? why ?

I can see the Big Dipper real easy ? remembering my sky watching yrs, I was always able to see both Big and Lil Dippers - I've been trying to find the Lil Dipper for 2 months now with no success... can someone tell me why I can not see it ? I know about lighting etc , and have sat in total darkness and still have yet to find it ? I have not used a telescope but I never had to use one before to see it..and my eye sight is 20/20 and the night sky is crystal clear - why can't I Find It ?
